This round of orders lets retirement plans become far riskier, prevents banks from refusing to deal with unpopular right-wing organisations, attacks affirmative action, takes control of academic grantmaking, and includes yet another tariff increase.

None of his tariffs will encourage firms to bring manufacturing back to America, as there is too much uncertainty for large long term investments (he is having to use other methods to get a few token investments). But the uncertainty will have a different effect on other countries - they will move away from America and not come back unless and until certainty is ensured. They may resume selling to America after tariffs end, but they will have built manufacturing plants elsewhere, so opportunities for American jobs will have been lost.
